In today’s (30 May) press conference, Defence Minister, Ismail Sabri had laid down the latest standard operating procedures (SOP) for this coming Full Movement Control Order (MCO) starting 1 June. The SOPs are similar to those that are enforced during the first MCO of Malaysia.

As communicated previously, the MCO will prohibit most economic and social activity, except for the essential services which are approved by Ministry of International Trade and Industry (MITI).

Here’s the outlines of SOP of the Full MCO:

  • All shopping malls are not allowed to operate, except for essential item retailers.
  • Only 2 person from one household are allowed to go out to buy groceries, subject to a 10km limit from the residential area.
  • Most factories will not be allowed to operate.
  • Dine-ins are not allowed, only takeaways are allowed.
  • All educational institutions are order to close.
  • All previously issued MITI letters will expire on 31 May and a new one should be applied.
  • Individual sports such as jogging and exercising are allowed before 8 p.m.

Regarding the list of essential services, here’s a list of industry which is considered to be essential and will be allowed to operate if approval from MITI is obtained.

  • Solid waste management
  • Transportation
  • Ports & airports
  • Communication
  • Banking
  • Credit community
  • E-commerce
  • Fuel production
  • Quarantine hotels
  • Construction and maintenance
  • Forestry
  • Logistics
